This is the stock “Media Carousel” from Elementor Pro widgets. Each image can be linked to a URL (internal or external). 

Overlay text can be turned on in Content > Additional Options (here, visible in the first image (group of women, running) for overlay. Transparency of overlay background can be set in Style > Overlay
